Every citizen has the right to be well-educated. Education comes in many forms but it has the same objective and that is to gain knowledge. The Right to Education has been recognized as a human right which means a right to free and compulsory primary education, an obligation to develop secondary education for all, and an obligation to develop equitable access to higher education. Various Amendments of 2019 Act:



  • RTE amendment bill seeks for RTE act to abolish ‘no-detention policy. No student shall be detained up to class VIII

  • As per the amendment, the no-detention policy has been left to the states to decide if they want to follow it or not. 

  • The Parliamentary standing committee by whom the bill was analyzed, recommended bringing back the concept of detention in schools. 





  • The bill states there should be regular examinations in the class fifth and eighth at the end of the academic year. If a child fails in the examination, the amendment act allows the provision to give him or her additional instructions and then grants the permission to take re-examination within the period of two months. 

  • If the student still couldn’t pass the re-examination, the state government has the right to allow schools to hold back the child in his or her respected class.
